DECEMBER,2021 Bulletin

YOBE EDUCATION RECOVERY FUND RAISING: NEED FOR DARING ACTION.

Time, tide and circumstances have brought Yobe State, face to face with dire realities. For the past decade, the State has been grappling with a crisis that has numbingly frustrated effort at making progress towards lifting the State to great height. No thanks to the Boko Haram insurgency which has held the State on the throat beyond reasonable imagination. Thus, today, it is not a contestable assertion, that insurgency has immeasurably destroyed, every facet of our social- economic existence and survival as a people. Education which is the main target of destruction by the insurgents, under the misguided belief and philosophy that Western education is taboo, suffered immensely to the extent that urgent and important response needs to be made to rescue the sector from utter collapse. The sector which had started picking up within the two decades of the State’s creation, due to the collective and concerted effort by Governments in the State, has continued to face massive destruction and nearly a halt in system.

The magnitude of damage and destruction the education sector had been subjected to since then is better imagined than described. Structures like classrooms, laboratories, hostels, staff quarters etc coupled with the killing and abduction of students and staff at all levels of educational institutions, compounded the woes in the State’s education sector.

These disheartening scenarios and more thus, have inspired and instigated the need by the Governor Mai Mala Buni administration to embark on formulation and implementation of policies and programs aimed at salvaging the situation.

Hence, on assumption of office in May, 2019, Governor Mai Mala Buni, having a clearer picture of the despicable State of education in the State, declared State of emergency on the sector. This further led to the pursuance of articulated and robust measures targeted at reversing the negative narrative.

One such measure is the staging by Government of an education recovery fund raising launch. This was further accentuated by the realization of the fact that the conventional annual budgetary appropriation for education is not sufficient to address the enormity of the problem in the sector.

Indeed, Govt. bears the onus of charting the way in the formulation of policies that result in to the improvement in the lives of the populace and on the premise of such a paradigm, the staging of the education recovery fund raising is necessary.

Yobe Bulletin is in tandem with the Yobe State Government and Governor Mai Mala Buni in this epic, bold and noble move, especially when one critically aggregates the magnitude of needs in the education sector. It’s worth noting that one cannot remain aloof when the education of our children and grandchildren is endangered. Similarly, the Yobe Bulletin is in support of the measures employed by Government at making the launch a success and therefore calls on all and sundry to join in this dare crusade.

However, while the Yobe Bulletin supports all measures taken by government in this regard, it is also imperative that the following observations and suggestions are made to augment government’s drive towards reviving the education sector in the State.

One; timely sensitization and enlightenment as well as advocacy with provision of succinct messages on the program for the purpose of eliciting positive support and maximum participation by key actors.

Two; with the believe that this program is in line with report and recommendations from the education council, besides the formal fund raising, it is hopeful that Government could also consider the possibility of introducing an education levy, so that the action towards reviving education in the State could be a sustainable one. Here, relevant arms of Government, the organized labor, community leaders, civil societies, business communities and many more are to be collectively involved in proffering effective and functional mechanisms for the implementation of the education levy.

In like manner, funds realized from the launch should be domiciled in dedicated account that will be insulated from undue pilferage. This is in addition to mitigation of all leakages in the collection processes.

If education is the course of our problem today, then education should be the better option in addressing the problem. The approach must be comprehensive and collective effort of all and sundry. Government alone cannot do it. You pay your price, I pay my price, we all have a stake.

The education sector in the State is in a dire situation and therefore requires daring actions towards restoration!
